NOTE:

1. In the absence of an authority which has the delegated powers, those powers shall be exercised by the next higher authority.

2. Delegation of powers on any activity not specified will be decided with the approval of the Board of Governors. Till such approv powers as hitherto exercised under the prevailing scheme will be exercised.
